Well, aside from knowing a bit about gunsmithing, grinding, fitting, and perhaps welding...
The parts kits are full auto. You'd need to ditch some parts and dig up semiauto parts. (That'd raise the price; my guess around $250.00.)
The folding stock would have to be welded into the open position.
Believe it or not, UZI's have a bayonet lug! You'd need to grind that off, too.
You'd have to purchase a Bushmaster 16" barrel to stay legal. $60 or so.)

Now, this may or may not be way off. But, if the amounts above look/seem reasonable, building a postban UZI isn't gonna be price competitive with buying an IMI preban one.
