Its to fill up quota slots from countries under represented in the immigration numbers. |

I've gotten that e-mail a couple of times before.
I work for a utility company, so my favorite spams are ads for info on ways to steal power and cable channels.

because of my IP, I got prompted by hundreds of those kinda banners...

It costs nothing to enter, you just fill out a form and send it in and its truly drawn at random. That e-mail is to scam people who dont know out of hundreds of dollars to fill out the form.
I know a South African guy who won a slot a few years back. They dont usually let Canadians in it because we are over represented in the numbers already although I heard a few years back we had some slots. |
