Violent, unlawful behavior by criminals is an increasingly large problem for the US and for the world in general.  I am not talking about violent defense of family, person or property, because that is totally appropriate, correct, and good.   I am talking about violent behavior in the commision of crime: assault, murder, rape, theft, burglary, extortion, vandalism, etc.

Banning the weapons used for self defense and banning self defense itslef is obviously not the answer.  This is obvious from the results in washington dc.   (Lower case is intentional.)

Murder rates are a good measure of assault behavior.  Murder rates are expressed in numbers of murders per 100,000 population per year.  Low murder rates would be 4 murders per 100,000 persons, per year.  High rates would be 10 or more murders/100,000 people/year.

The following is a list of cities with rates of more than 20 murders/100,000/year.  (Lower case is intentional.):

gary in, new orleans la, camden nj, richmond va, compton ca, washington dc, baltimore md, detroit mi, richmond ca, hartford ct, birmingham al, atlanta ga, newark nj, inglewood ca, oakland ca, rochester ny, jackson ms, san bernardino ca, little rock ar, youngstown oh, philadelphia pa, flint mi, buffalo ny, cincinnati oh, savannah ga, st. louis mo, shriveport la, chicago il, pittsburgh pa.  This data is for 2003, from Morgan Quinto's site.

The cities listed above have very high murder rates.  That is, these cities have a significant portion of their populations who are assault humans.

To protect the general population, to protect the police and for the sake of the children...assault humans have to be banned.  They have to be banned from the cities listed above and from our country in general.  The entire populations of these cities could be banned or the city could be divided into, say, voting precincts and the populations of precincts populated by assault-humans could be banned.  The murder rates of the various voting precincts could be examined and those precincts having murder rates of over, say 10, 15 or 20 murders/100,000 population/year would have their populations banned.  

A good first step is to require the registration of assault-humans.  This can be accomplished by reviewing criminal records, voter registration lists, census data, drivers liscence data, tax returns, social services data,  welfare rolls, medicaid data, earned income tax credit data, etc.  in cities or precincts populated by assault humans.

A second step is to strip cities or voting precincts populated by assault-humans of their voting priveleges, all rights under the constitution, citizenship, social benefits, welfare, and financial assets.  Seized financial assets would be used as a tax to pay for the high costs to society casuse by assault-humans.

Advocates for assault-humans would be taxed to cover the costs to society of the crimes commited by assault-humans.  Advocate groups subject to retroactive punative and damage taxes would include but not be limited to the following organizations and their employees and board members: nbc, cbs, abc, cnn, msnbc, public radio, public television, the corporation for public broadcasting, boston globe, new york times, washington post, chicago tribune, los angles times, new yorker magazine, new republic, sierra club, microsoft, aclu, aarp, naacp, democratic underground, move on org, democratic party, all registered democrats handgun control inc (and all contributors), the brady project (and all contributors) and many more.

After registration the assault-humans can be turned in to the police and, done with whatever the brady project has in mind for confiscated firearms.

Deportation, if done, would be to (hati, no that is too close), (somalia, no too close), central asia.  

Let's ban assault-humans...for the children.
