Plus signs is shorthand for saying the same thing. Kind of like ditto.  The bigger the number the more emphatic the agreement.

I think it started out as a joke. If the poster had nothing of value to add, they would bump their post count by one (+1). Anymore, it's come to mean that you agree. If you strongly agree, you might give it a "+1000". Negating this number has come to show disaproval with a particular comment.

If you read enough posts, you can really just figure this out yourself with contextual clues.
