These folks have WAY more power than most people realize.  I'm just glad Klinton didn't delare a national crisis during the past election and place fema in charge.  Once fema takes over, govt basically shuts down for an extended period of time. I believe the Attorney General calls the shots under such a situation. It's been a while since I have read anything about this, but I definitely remember I didn't like what I was reading and hearing.  Especially when Reno was AG.

Would someone let me in on the big secret as to the "dark" side of FEMA? I looked over the web site but I can't imagine any gov't agancy would list oppresing the masses or boast their skills at applying boots to the necks of the general populace on their web site.

For educational purposes, why should I be afraid?

IIRC FEMA was created under the Carter administration as a response to the Cold War. It's primary purpose IS NOT disaster relief, but the continuation of government during a national crisis- martial law. There was an audit done on FEMA and it was discovered that only 10-15% of the budget was going to disaster relief programs.

From the Fema website:

"President Carter's 1979 executive order merged many of the separate disaster-related responsibilities into a new Federal Emergency Management Agency (FEMA). Among other agencies, FEMA absorbed: the Federal Insurance Administration, the National Fire Prevention and Control Administration, the National Weather Service Community Preparedness Program, the Federal Preparedness Agency of the General Services Administration and the Federal Disaster Assistance Administration activities from HUD. Civil defense responsibilities were also transferred to the new agency from the Defense Department's Defense Civil Preparedness Agency."

I think the agencies "absorbed" by FEMA explain the 15% budget for disaster relief programs.  All they talk about on their website are disaster relief programs.  [pistol]

When we had a winter storm flood tide in March
of '93 it was FEMA that came to our rescue.
FEMA provided millions of dollars in grants to those that did not have insurance and sent in teams of inspecters to help the local governments. FEMA paid for most of the LG overtime during the cleanup phase. FEMA people do a lot of good.

There is a city called Guerneville in Sonoma County on the Russian River.  The people build their houses directly on the riverbed.  Must be a great place to live in the summer.  However, guess what happens in the winter?
A couple of years ago, there was a woman on TV crying while being interviewed.  I quote, "We've been flooded out 6 times in the last 8 years!  We're thinking about moving!"
Note that during the '90s, over half a Billion(!) of OUR tax dollars was spent rebuilding these people's houses.  But, of course, that river isn't going to flood again, right?
And the same thing for people who live on any major river, or live in hurricane country, or whatever.  Where I live, it's earthquakes.
FEMA is yet another way for people to delegate their responsibilities, as well as the rights of EVERYONE, to another federal government program. No thanks.-Troy

I will be the first to agree that there are
EXCESSES but the program has helped people and
I would rather see tax money used for this purpose than a lot of others. At least Americans

How would you expect the government to be any different?

Would you honestly expect your government to NOT be prepared for some global catastrophe/conflict? It happened in WWII. Fuel and consumer goods were rationed and restricted by the gov't for the good of the country. There was NO fuel shortage in WWII, that's a historical fact. But the government didn't want millions of American workers going off on vacation and forsaking their work.


Is it being managed effectively? That's another question.

I can't believe you guys can't seem to say anything nice about FEMA.  I mean really it is every Americans *RIGHT* to live without fear of the choices you make.  If you wanna live in a tropical (storm path) paradise on the coast, dammit its your right!  If you want to build a cozy little villa on the San Andreas Fault so be it.  Scenic River view, or 40 acres of (wind swept) Big Sky country, GO FOR IT!  I mean whats the worst that can happen?  Uncle Sugar will always be there to lend a helping hand if something goes "ooops, didn't see that coming".

I guess I feel sorry for the "provincials" who eek out a living in places like Choads Mt. Utah, or Pervis Landing Montana...you never hear about major doll-outs occuring in these places, but you can be rest assured that Uncle Sugar rides there ass for every penny "due" to those who live elsewhere!  What chumps they must be!

Besides I am sure that at least 51% of all of those doll-out funds go to those who *Really* need it, and not scammed completely from the freshly punked taxpayer.

btw...United States Police are people too right??? [;)]
