If the Alaska National Wildlife Refuge is submurged by a tsunami, will oil drilling there be wide open?

Earthquakes usually happen along the southern arc of Alaska's Paciic coast, the Arctic coast never gets any seismic activity.  Although the last big one we had (in november 2002) was a 7.9, deep underground. Its epicenter was near Mt McKinley, in the interior.  That was very strange.
