Because the text of those two laws are VERY different, and when it comes to the law, every single word is important. One seemingly subtle word change can make a HUGE difference in how a law is enforced.
Example: "May" vs "Shall"
"A person passing the background check MAY be issued a concealed carry permit."
What this really means is: a person will be issued a CCW *if* some official decides to do so.
"A person passing the background check SHALL be issued a concealed carry permit."
What this really means is: the state MUST issue a CCW; no official has any say in the matter.
And that's just an example changing a single word. The text of the laws you referenced aren't even close to each other.
