They also use bonded frequencies and encrypted transmissions for sensitive matters.

If I remember, I'll try to bring my Scanner in to work tomorrow.  Since I'm in NW D.C, they should be close by somewhere.  

I tried a couple here in No. VA.  did not get any reception.  I'll try some later, see if I get anything.

I had a preban icom r-1. A while ago I found radio traffic coming from some atf while they had a guy under surveillance. They followed him all of the way from his work to a water park where he picked up his kids.

The cell phone freqs (800mhz) and cordless phones (900mhz) probably aren't too interesting nowdays that everything has gone digital.

What is a "pre-ban" and "post-ban" scanner??
Is that just a joke, or a real difference?

Preban scanners had access to many frequencies in the 800's and others.  Many of the 800's are celular frequencies.  I can listen to many people talking on cell phones.  Its pretty funny.

The best scanners should be purchased in Canada.  They have some from .0 to 1.3gigahertz.  But they are pretty expensive.  I usually just use mine for the drivers at Nascar races.  

Let me go get my scanner warmed up now.

I don't recall monitoring frequencies to be illegal, except what done for the use to commit a crime. Here in NY it's also a no-no for tow trucks to listen for auto-crash calls as there was to many accidents caused while towtruck drivers were "chasing"

1) I want the baddest-ass scanner where I can listen to everything--What should I get?

2) Is there anyway to get "pre-ban" scanners?

3) Is there any way to juice scanners to listen to certian verboten frequencies?

4) Are there scanners available that can listen to digital frequencies?

5) Is there any way to de-scramble a scrambled frequency?

6) Any other advice appreciated.

the answer is yes to all your questions, but it will cost alot of money. most scanner people are also into Ham radio, so they have all the equipment laying around to hook-up a system they need.

The recent post ban radios are difficult if not impossible to open access to 800mhz since the FCC required that the blocking mods be integrated into the scanning roms or something. I do remember someone coming out with an antenna attachment that dropped the 800mhz reception to 1/2 or 400mhz range. I ain't no radio guy so I don't know the terminology. I only had a icom r-1.

Popular Communications is an ideal magazine for beginners and advanced users alike.  Shop E-bay for a used scanner and save a lot of money!  You can buy convertors to adapt older handhelds that don't get the upper (up to 1 or 2 Ghz.) bands for around $ 50.00.  This is the unit Imbroglio is talking about.  I use one of these, it operates on a 9v battery or a convertor and doubles 400 Mhz to 800 Mhz.  Police activity monitoring was great until the squadcar pcs and cell trunking came in.  Now you need exotic trunking scanners and patience without software to intercept the over-the-air pc terminals.  A fellow was indicted in my city for selling such software.  Get PC magazine and get on board!
