Is selling a complete upper across state lines ever a violation of the law?

I was under the impression that only lowers were subject to transfer laws. What about uppers? Are there any states that DON'T allow the importation or sale of AR uppers through private parties???

In Michigan you can send uppers or any other part, except the lower reciever, into or out of the state with out any special BS.  In fact I thought some body posted that you can still even buy uppers by mail in California.
