Don't take what I'm telling you as gospel, INAL. It's not a firearm as far as ATF is concerned. The serial # part is the firearm. Check with ATF. As for any crazy state law, who knows. |

In Michigan you can send uppers or any other part, except the lower reciever, into or out of the state with out any special BS. In fact I thought some body posted that you can still even buy uppers by mail in California.
