I found this on a website when I was searching for info on politics in SA:

South African government, together with the Chinese Communist's Red Army and the communist Chinese Government, is building a deep-sea submarine base at Coega in the Eastern Cape--- with taxpayers' funds.
start with the co-partner of the Coega project and you will find your red-army chinese link yourselves.....

The Coega Deepwater Port project and the container terminal is being undertaken by two companies, one is P&O Nedlloyd and the other is called TCI Infrastructure Limited.... which is a subsidiary of Techmont Consultants Inc., of Canada, which company has direct links to the "People's Republic of China", for which they designed the Gezhouba Hydroelectric project's electricity network on the Yantse river for Shanghai, for instance, and other major government projects for the communists -- and with direct links to the Red Chinese Army........

TCI also is 50% owner of an important company called STANTEC, which owns the unique Goodfellow FSOP Steel manufacturing process -- and guess who is going to built a Steel Plant at Coega deepsea harbour? ........

Many questions must also be asked about the Submarine harbour being built at Coega, which is very conveniently located near the deepsea ocean trench of the Indian Ocean..... Please also note that TCI also recently bought the Tanzania International Terminal Services at Dar-Es-Salaam, with a partner company called African Harvest and Ventex..... African Harvest is closely involved in the Coega submarine harbour project too, while a Zinc Plant is also being planned by Billiton among other investors......

Today, the first members of Coega's civilian population is being moved to new homes, hastily erected.... why is there such a hurry to build a huge submarine base along the Indian Ocean, just to house three tiny submarines which will be dwarfed by this massive development? The author thinks the South African public is being kept in the dark about a major conspiracy between the South African government and the Red Chinese Army.....

The auther of the above asks that people please start asking more probing questions before it is too late, and our country finds itself embroiled in a new war in the Far East between the communist and capitalist countries there.... including China, Taiwan, and the Koreas....

Have no way of knowing if the above is pure conspiracy theory paranoia or truth.  Interesting tho.

The African National Congress is rife with communists. Here is a quote from the South African Communist Party:

"The South African Communist Party was founded in 1921 and has always been in the forefront of the struggle against imperialism and racist
domination. The SACP is a partner in the Tripartite Alliance consisting of the African National Congress and the Congress of South African
         Trade Unions."

IIRC during Nelson Mandela's inaguration the above symbol could be seen on flags in the background.
