This is not a protocol failure. Protocol failure is something like flying the UN flag above the US flag, or not hoisting the flag to full staff before lowering to half, or the flag accidentally touching the ground while folding......
PLACING THE FLAG FULLY ON THE GROUND AND LEAVING IT THERE IN ORDER TO FOLD IT IS NOT A FAILURE OF PROTOCOL, IT IS A COMPLETE FAILURE OF RESPECT FOR THE SYMBOL OF OUR NATION AND IS TANTAMOUNT TO DESECRATION!

(b) The flag should never touch anything beneath it, such as the ground, the floor, water, or merchandise.
(c) The flag should never be carried flat or horizontally, but always aloft and free.
