Is this True?

an officer who does not graduate from one of the Military Academies is commisoned in the reserves. This is not a choice; it is policy, and has been for a long time.

Yes, all officers are commissioned with a Reserve Commission, including West Pointers now.  That does not mean the are in the Reserves.  Just a difference between Regular Army Commission and Reserve Commission (and their really is not much of a difference).

False-- Graduates from the service academies also receive "reserve" commissions nowadays.

Not sure exactly what the difference is-- you end up on active duty just the same, or that's how it looks anyway.

Again, ALL officers these days recieve Reserve Commissions, it is not until they reach captain can they apply for Regular Army.

All Officers are commissioned with reserve commissions. It is up to the service to when they transition to the regular ranks.  For example the Marine Corps awards 10 percent (top ten percent) of its TBS classes regular commissions.  Those officers that get the regular commissions will get them on the subsequent FY augmentation board, however.  By statue, your not required to be a regular officer till you are appointed as a Major/Lt Commander.

In the USAF, it USED to be that all Academy grads and 10% of OTS and ROTC grads got regular commissions.  They changed the rules about 5 years ago, now all graduates start with a reserve commission and get a regular, usually upon promotion to the rank of Major.

The main difference is a regular officer is a little more immune from a reduction in force than a reserve officer, and there's some additional differences after they retire, IIRC.
