An electric sign that would impart enough voltage (without significant amperage) to cause the low life scumbag to be incapacitated, with the loss of bowel and bladder control. You could then go out and torment the asshole, take pictures of him in his own excretement, and kick him about the face and abdomen as he lies there in paralyzed fear. Oh yeah. Be sure to check his wallet to find out who he is and where he lives so you can sent photos to his wife and kids, and his employer. Be sure to dispose of his wallet so that he has no form of identification on him when the police respond to your annonymous 911 call of public vagrancy. I'm sure the police will be gentle with him when they find him in that gutter miles from your home....
