Ok... this is my next project, a 2 MOA 1,000 yard gun.

My idea thus far:

AI Stock
Remington 700 action in .300 WinMag
Good barrel, krieger or douglas (?)

Suggestions:

1.  Douglas, Hart, Lilja, Mike Rock.  All are good.

2.  .308 caliber, so you can shoot it enough to get real good, and it won't hurt you.

3.  Have someone build it that knows what they are doing.

4.  Good base and glass.

My suggestion: look at what the Long Range NRA competition shooters use.

I would expect a good choice in bore diameter would be 6.5 mm or 7 mm, with a decent poweder capacity behing it . . . one downside would be relatively short barrel life.

.338-.300 RUM  (.300 RUM necked up to .338) Almost the ballistic equivalent of the .338 Lapua with easy to find brass at a more reasonable price.
On edit, if just for paper punching, 6mm Norma BR. I believe it still holds the record group at 1000 yards.

.338 Lapua.  Getting 2 MOA @ 1k yds won't be easy, though.  Even the bullet itself may not have that kind of inherant accuracy capability.

You'll definately want a Dan Lilja barrel.

Jewell trigger.

Glass bed the action (I know the McMilliain stocks are good to go as is, but glass bed it to really snug it up)

Action trued.

Badger Ordinance bases and rings.

Just about any of the Leupold tactical scopes.

Most importantly, learn how to reload properly for the sucka.

Why would you spec such a low requirement for accuracy (2 MOA)?  Why not a super-accurate rifle?  I think the world record group at 1,000 yards is only a few inches (~2").  2 MOA is a 20" group at 1,000 yards.

I think he meant 2" @ 1000yds
any hunting rifle can do 2moa

Lurk around snipercountry.com.  Read the reviews, archives, and articles.  That will give you an idea what works and what doesn't.  If you don't have a lot of experience with long range shooting, 300 win mag is not your best choice to start out with.  You won't want to be shooting 100 or 200 practice shots a weekend with 300wm.  .308 is a much better choice for several reasons, including that you can start with a mildly modified stock gun and then sell it to upgrade.

Titanium DevCon is one of the prefered choices for bedding these days.

I shoot a bone stock VS remington with the factory H&S precision stock.  It gets out to 600 with excellent results.  I have a LR tactical Leupold on Leupold tactical rings and bases.  Beyond that range, velocity changes caused by the rough factory barrel with probably make my rifle string vertically as it copper fouls.  

I get to shoot at a steel silhouette range from 200 M to 500M and that rifle can knock down some steel.  

If you want something off the shelf that is more high end, try out Robar.  Also check out precisionarms.com

Check out this link to see what 1000 yd benchrest guys shoot. www.pa1000yard.com/schedule.html. If you click on "match result " you'll see what they were shooting and what their group size was.  A friend of mine and I were there last month to shoot. We were shooting at clay birds at 1036 yds. It was wild !

That'll do MOA.....  2 MOA at 1000 wouldn't be TOO hard.  And that's with iron sights.

I would go with a sleeved trued 700 action. With shims on the bolt.
Lilja or Kreiger barrel about the same price
20 moa mount w Badger Rings
Nightforce 5.5-22x56 NXS scope
Laminated Bench rest stock from Richardson microfit. Beaded with Devcon Steel /Tiatinum putty.
Jewel trigger.
Chambered for 6.5-284
Lapua brass and 107 gr VLD bullets

This with practice would make you a hell of a 1000 yard gun.
