The cuts that were done under Bush I were deep but not un-needed with the fall of the Soviet Union. Before the dust was even settled Clinton came though with an additional round of very deep cuts. The base I was stationed at was scheduled for closing in 1999 - Clinton rushed that to 1992.

I was assigned to the USS Carl Vinson then. We were in the shipyards trying to complete a massive overhaul. Next to us was the USS Texas which was about 90% done with its New Threat Upgrade and nuclear reactor refueling. Clinton had that fine ship decommissioned destroying a fine like-new ship and tossing $500,000,000.00 worth of upgraded weapon away. I'd hope that the equipment was stripped for use on other ships in the fleet.

It was during the Clinton administration where budgets were cut so deeply that maintance was skipped over on millions of dollars worth of equipment because we didn't have the money to purchase lube oil and filters. My quarterly maintenance budget got cut in quarter. I had to buy paint brushes so my men could paint (preserve) a million dollar satellite dish. I even had to bring toilet paper in for my guys.

We had aircraft aboard that weren't flight worthy because they'd strip them to repair others. Naval regulations require that hangerbay queen to fly once a month so they'd strip parts back, put the thing together and make one short flight with it.
