Was the trash can in public view, that is did you not have to enter her property to see it?
If so I'd either confront her directly about it and watch her fall apart when confronted with the truism that liberals HATE... Actions Have Consequences. If you don't want to deal with a face-to-face, simply write her a note in clear, NON-THREATENING language that you are aware of what she has done, that it's theft and if it happens to the next sign you put up, she'll be the prime suspect. That's the thing that urks me so badly about these cock suckers. They have to commit CRIMES (trespass and theft) in order to do this. To them it falls under the guise of "free speech". Assholes.

Replace it have the police document(Photograph it in her garbage) it before the trash is picked up and tell her you will replace it and you know she is the culprit and the next time you will see she is charged with "Vandalism/Criminal mischief" and "illegal trespass" which it already is since she was there to commit the first offense! She will have a criminal record and you will make sure of it!
