Check Shotgun News periodically one of the surplus sellers will have the units available.  I've never seen the computer control systems for sale so you'll have to build your own.  The plastic targets that fit into the pop-up base also pretty hard to find.

Here are the target, paper and plastic.

The pop-up equipment you are talking about is expensive and hard to find.  There are some mechanical one's out there that aren't too expensive.

I have been looking for some old Ivan targets for a while with no luck. I know if you qualified perfect in boot camp you got to keep one of the targets. I of course didn't qualify with a perfect score.
