UUNet Newsgroups.  Usually free from your ISP.

alt.binaries.dvd
alt.binaries.dvdr
alt.binaries.dvd.image

Use Grab-It and QuickPar to get the files.
DVD Decrypter to burn to DVD.
All software used is free.  DVDs cost about 75 cents each in quantity.  Use TDK or Fuji.

If I was doing it  I would be able to get 1 movie per day.
