The concept of plate tectonics shows that California would not actually float away, but rather that the plate it is situated on the edge of would move away from the plate that it is butted up to now, it would slowly move farther away. If this happens what is now California would probably be quickly eroded by the ocean that is surrounding it. Califonia is made from the material pushed up at the edge of the plate by the action of the two plates pushing themselves together, kind of like when you push two small piles of dirt together you get a ridge in the middle that sticks up.

Lightning_P38 is right on the money. Part of California is the eastern edge of the Pacific plate which at this location is moving northwest relative to the rest of the North American Continent. The result is a right-lateral strike slip fault (San Andreas). The fault goes out to sea just north of San Francisco. Given enough time (millions of years) that portion of California west of the fault will migrate northwestward and concievably separate from North America. Movement on this fault (and ancillary faults) is what causes the earthquakes in Cali. Wish it would move a lot faster so at least part of that state would leave!
