Wally is a local clown who attends all the major community events and parades.

I saw some idiot dressed almost exactly like that here in Pacific a few days ago. He was holding up a sign that said "Honk If Your Broke". (Bad spelling his, not mine). I'm not sure what his intent was, other than looking stupid.
