Easy, Japanese Type 89 MFD by Howa Machinery. This is the 5.56 replacement for the Type 64.

Johnreilly has it!  That's exactly what I thought it was, although I didn't know the proper designation.

Indeed, mr Reilly is correct.

It's a Japanese Howa type 89. Used only by their domestic defense forces.
