Archived [ARCHIVED THREAD] - can i do this?

I was under the impression that you had to be a state resident in order to purchase ANY kind of firearm. I was at a store the other day (up in PA) and the guy behind the counter said I could purchase a long gun even though I'm from Louisiana. Is this true? Wish I had known this earlier if it is. I'd really like to get my hands on a lower receiver soon.
