Okay this is a hard one because I don't have many facts about the book.  

Here is what I know

It is set in the future where people take memory supressing pills, but there is one person who lives in the community who is responsible for absorbing the memories.  The people in this world have no birthdays, but the younger people are put into catagories by the year they were born, The 1's the 2's etc.  That is all I have, can the hive mind of Arfcom help?
