Is Congress off on Monday 9-13? Would they not observe 9-11(aka Patriot Day) Monday? If so I think we're pretty well safe.

You're not paying attention.  The AWB expires on 12:01am Monday morning.  It doesn't matter what Congress is doing Monday.
