as the title says, need it to be a single character, and relatively uncomplex.

Thanks.

Use a balance scale.  Works for that blindfolded lady in all the statues.

Naw, guy wants it to be covert. Not real obvious to the meaning, its gonna be laid over a stylized skull. (He asked me to design a tattoo for him.)

Scales across sword. It's what Lady Justice usually carries, but most people won't recognize it with the sword.

A gavel.  Perhaps a spiked band around the head for a "tough" look.

Just FYI,

black people might not be too crazy about a guy having a noose tattooed on his arm.

YMMV

This guy that lives across the street from my friends house is a huge WT, White supremacist asshole, and he put a noose on his front porch.

Stupid yes, but I hope some line backer looking dude uses him for boxing practice.

Blindfold the skull. Not a fan of tatoos myself, but that's pretty darn subtle...

English - Latin
Justice = aequitas

Is there a way to transform letters, words, or numbers into characters?
I seem to recall there is but I can't remember right now.

Yeah, I had the latin idea too, just now. Ended up with the phrase "sententiam ferre" or "To pass judgement or sentence."

big pic...

Not real familiar with tattoos though, will they be able to make a fairly accurate greyscale?

Any improvements yall can think of?
