From THIS news story:

The Foreign Ministry said Russia would take new steps seeking the extradition of people it says are linked with terrorism, including Chechen rebel representatives Akhmed Zakayev and Ilyas Akhmadov.

Zakayev, an envoy for Maskhadov, has been granted refugee status in Britain. Akhmadov is in the United States.

And judging by the Russian Armies top General this morning… if they are not handed over the Russians Spetznaz may come and pay a housecall…

This is part of the reason that Putin lashed out at the U.S. the other day, saying that some U.S. actions have undermined Russia's war on terror in Chechnya. Giving asylum to this guy was a large part of that beef, IIRC.

Not to play the devils advocate...but the whole "talk with bin Laden in Washington offer"? bin Laden would have to bribe his way to D.C., past TSA's, LEO's, Military, and common American folk, just like the Chechen Extremists do on their trips into Russia.

They can always pay the Russian Mob who are in the U.S. to take care of the issue too, they are an extremely vicious bunch and no worries of an "International" incident happening if the Spetnaz operative was caught.
