Does anyone know how to create a webpage that can be viewed as a directory, like this one vampirebat.com/war/???? Any help would be appreciated.

Make the directory viewable to the public and don't put an index file in it.

It's web server specific, but you might not have to do anything at all. Just create a directory below your primary directory, stick a file in it, then navigate to the directory name in a browser. You will either see a list of files or an access forbidden message. If you get the access forbidden message, you need to change the attributes of the directory to make it visible.  This is not an HTML thing.
