I live in an apt complex and my neigbors are strict Muslims (don't know what country they are from).  The husband leaves for work and the wife stays home with her 2 young children (maybe 2 and 4 yo) and I mean stays home.  As in she doesn't ever leave the apartment.  Their apt is pretty small especially for the kids and I always hear her yelling at them so I'm sure they drive her crazy.

My question is this, is she allowed to leave the house without her husband present?  We almost got evacuated today because of a chemical spill near by and I was just wondering if she'd be able to bring her kids out or if she would be forced by her religion to stay inside until escorted out by a male family member.

I don't want to offend them, and I'm not even sure she is allowed to talk to me but I'd like to at least offer to take the kids if we ever are evacuated in the future.
