This argument is thrown around a lot in relation to Saddam (and Assad), but it has little to no basis in reality. People argue that Saddam was what stopped something like ISIS from coming to power, but the opposite is true. Saddam fostered and created the environment in which AQI and later ISIS were able to thrive. Through his sectarian repression and promotion of Salafism, he pretty much guaranteed that the country would plunge into a viscious sectarian civil war once he lost power. The fact that Saddam actively promoted Salafism and that many former Ba'athists became higher ups in AQI/ISIS throws a wrench in the whole "Saddam kept them in line" argument.

"Universal service," thats just a fancy way to say an individual man does not own his mind or body and that those belong to the state.
