That's where I grew up - probably just a few miles from that very location (Raccordo is a ring road all around Rome).
The level of decay, lack of services, lying, daily failures the Romans endure daily made it so that there is ZERO tolerance for who those who further aggravate the already hard conditions of "citizens" (cittadini). The guy's accent is DEEPLY a Roman accent/dialect (which is very familiar to me) and he's overly pissed. Good show. ETA as a side note, at least one of the "protesters " says "voglio morire pure io" ("then I'll die here as well  )
