Yes, I've recieved them personally; my mother received them before she passed; and I hear of them thru my job as a prosecutor.
1st, don't respond.
2nd, call your local FBI agent and ask if they want a copy.
IT IS a scam.

It's a variation of the Nigerian scam.

Oh indeed they do. I know of a guy who got involved in internet credit card fraud to -get this- fund sending some nigerians money under one of these scams, he even went to europe and met with them. He was planning on going to Nigeria when he was caught by the local police, good thing for him too as I'm sure he was about to be a kidnap victim as soon as he touched down.
