Maybe because it doesn't penetrate armor. It does penetrate better than M193 though.

They will penetrate 3/8 hot rolled steel @ 100yds and ball won't. ball will just put a little dimple.

I read on the ATF page that the ss109 and  30.06 AP stuff is exempt because it has a sporting use or something like that.

I have seen SS-109 3100fps 63 grain ammo advertised as armor piercing.  Is this false?  Armor piercing of this nature is illegal.  Right??!!

IT wasnt designes to be used in the anti armor role hence its not AP

Armor piercing 5.56 is M995. It has a tungsten core and is not (and will not be) available to civilians, except via black market. M855 (US spec for "SS109" type NATO ammo) was developed for use in the M249 SAW and adapted to the M16 for commonality. It provides enhanced penetration, but is considered "ball". The M855 rounds steel insert only accounts for 20% of the projectiles weight, which is below the 25% maximum stated by the BATF ,  to be considered an AP round.  .30 cal black tip AP bullets can also be reloaded into .308 caliber brass,  as long as the reloader does not possess a regular FFL( or has a true ammo manufacturing license).  Now figure that one out.  M855's are nice,  but if you want to see some real metal piercing abilities,  load up some 165g AP rounds in a .300 Win-Mag at 3000 fps, and you will blow through 1" cold steel all day long, at 200 yards.

I think the bullit, flattened out as it was penitrating the plate. That is 1/4 inch plate.
I was shooting from about 60 yeards out, with 16in barrel.

At 60 yds,  Ball ammo will go thru 1/4" steel.  It is not as clean a hole as the SS109, but hard to stop a 3200 fps bullet!  The SS 109 does not even make a clang , just goes thru like it was hot butter.  I have tried 3/8 steel and SS109 still goes thru good.

Different armor is made of different specs. Different bullets/calibers have different capabilities. I don't care whether any round is considered AP or not. I just want a round that will do the job that I want it to. If I want something to penetrate light body armor in close quarters combat or something to penetrate a tank I will choose the best round. Whether a round is considered AP or not is just propaganda and marketing. I hope they don't ever consider the ss109 AP because the it would soon be illegal to own.

The 50 BMG M2 ball projectile is steel core.  The 50 BMG M2 AP is an alloy steel core.  There's steel core and there's hard steel core.  One is AP, the other isn't.  Since the SS109 projectile contains some lead, it falls out of the "legal" definition.  Just because it shoots through steel plate doesn't make it legally AP.  And the legal definition is all you should be really interested.

If you personally want to call it AP, then go ahead.
