My neighbor got this from a friend that's "working" in Afghanistan. About ten of these showed up at a weapons turn in.
The bore is about 3" and the whole piece weighs maybe 200lbs. Why can some see it and others not?

Probably qualifies as an antique weapon (blackpowder muzzle-loading), outside of the ATF's perview, too...
Looks like an old, dismounted naval gun or one taken from an old fort (see the carraige it's mounted to)... |

That's definitely a pre-ban piece. I think the post-ban blackpowder mortars weren't allowed to have front sights.
Ans where does the picatinny rail go? |

Muzzle needs to be turned around... faces the other direction - then it will mount in a ship... (where're the wheels? [;)])
