Well, handling your dog while they are eating isn't really necassary in most cases but you should still be able to do it.
Becoming alpha in your dog's eyes is attained by obedience training and firm but fair corrections when they mess up and lavish praise when they do what you want.
To be honest with you, I wouldn't want someone picking at my food when I am eating either, some dogs are always going to be food protective no matter what, just don't touch the bowl while they are eating, simple as that.
To answer your question, yes, I can touch their food, I could eat out of their bowl if I wanted to. But then again, I train my dogs every day and there is zero question who is in charge in this house.
