(Dulles, VA) -- Virginia is charging two North Carolina men with violating its toughest-in-the-nation anti-spam law. The pair accused is the first indicted under the law. Officials say the two sent tens of thousands of unsolicited emails daily. Virginia Attorney General Jerry Kilgore says this sends a stern message to spammers in the Commonwealth and the rest of the country. The indictment was filed in the Old Dominion because the spam e-mail passed through AOL servers, located in Loudoun County.<
