Your scenario: Economic collapse, either locally or nationally.
Caused either by a natural event, accident or series of accidents, neglect, terrorist attack, the weight of govt regs finally crushed business, or some combination of the above, the infrastructure also is not functioning.
There is no electrical service. There is no running water. There is no television service, and only a tiny handful of radio stations are on the air. But not for long, as they are on portable generator power. Commerce is effectively halted; you can't reasonably expect any supplies until you arrange them. Everything is at a near standstill. There are sporadic food riots, and the people who aren't rioting are freezing to death. Hospitals are completely choked and unable to provide care for anybody.
This isn't a Survival problem. It is a problem of: You are in command. You have a society in ruins, and somebody needs to start rebuilding. What do you do?
You have ten people. They can know ONE skill or field per person. What do they need to know, and what do you need to tell them to do? You have six hours to make progress or somebody is going to shoot you and take over, or simply shoot you because you have food and are guarding a (presumably) warm place.
