Your scenario: Economic collapse, either locally or nationally.
Caused either by a natural event, accident or series of accidents, neglect, terrorist attack, the weight of govt regs finally crushed business, or some combination of the above, the infrastructure also is not functioning.
There is no electrical service.  There is no running water.  There is no television service, and only a tiny handful of radio stations are on the air.  But not for long, as they are on portable generator power.  Commerce is effectively halted; you can't reasonably expect any supplies until you arrange them.  Everything is at a near standstill.  There are sporadic food riots, and the people who aren't rioting are freezing to death.  Hospitals are completely choked and unable to provide care for anybody.
This isn't a Survival problem.  It is a problem of: You are in command.  You have a society in ruins, and somebody needs to start rebuilding.  What do you do?
You have ten people.  They can know ONE skill or field per person.  What do they need to know, and what do you need to tell them to do?  You have six hours to make progress or somebody is going to shoot you and take over, or simply shoot you because you have food and are guarding a (presumably) warm place.

Are you writing a book and want to have us write it for you? ; )

It's too widespread. I could give you a list of people and their abilities, and then list what I'd do... but it would take too much time.

I'll try to keep it short:

1: Water, shelter and warmth

2: Communications

3: Food

4: Medicine

Some of these things would have to happen simultaneously naturally. I put comms in front of food because if you're already having food riots you clearly need to get in contact with people/organizations/nations that DO have food and can lend aid, be it a small event or somehow the collapse of the USA.

I would say that a small band of people that were intelligent and could think on their feet would be able to effectively lead a large group of what would essentially be refugees. Especially if said band were to take over a large warehouse or industrial park and consolidated their resources.

Of course, you need to deal with the infighting. Moses had to deal with it when he and his band crossed the desert, this band would have a lot of peacemaking to do.

I only need one person. Me. I would head to my grandparents place. I only need about 15 gal of gas to get there. They live on a farm in a rural location. I know they have a freezer full of provisions, and enough animals to sustain us for some time. Spring comes, and we plant some seeds. Argicultutal comunity sprouts, wealth ensues.

Update: You have just received word that several well known Democratic politicians are on the move.  Half of them are going to the radio stations to broadcast their pro-socialism propaganda, and the other half are coming to kill you and take over your restoration efforts.
what are you going to do?  What are you going to tell them when they get there?
(While this may be slightly unrealistic, the threat from the people who are easily able to arouse the sympathies of a large number of people - aka the communists manipulating the feelings of botherhood - should never be discounted.  They have the same idea you have, and larger numbers.)
