I'm selling a handgun to a person down in CA and he says that his FFL told him that I have to go through a FFL up here in Oregon to send to his FFL in CA. Is this true or does it differ from FFL to FFL?

I don't know if it's true or not but I had to jump through the same hoops when I purchased an M1 Garand from out of state.

My FFL would only accept a gun shipment from another FFL.

I don't know if it's the law or just a FFL CYA move.
