All vehicles owned by inquiry overheard on scanner ....

I'm curious as to what reason would the police need to ask such an inquiry?

Someone made threats to harm themselves or someone else and they are looking for them

The obvious answer is that they're looking for somebody believed to be using a vehicle and they don't have a description of the vehicle.

Some type of call involving the person's vehicle. Many people do not know their license plate number. Have dispatch run an "all vehicles owned" in order to get the make, model, vin# and plate number.
