I think I have found a new in wrapper, mk1 dickfer.

Does anyone know what this thing is?  Old dude at the sale said it was a clamp. I figured for a buck I'd buy it. Lol

If someone id's this thing as something useful, I'll unwrap it and post pics, unless it's worth millions still in the plastic. Lol

It's kind of like vise grips.  Bolt in the jaws area can be adjusted, squeeze the handles to together, once there is tension use the center lever to lock it in place. Commonly used in air craft assembly, seeing you are in WA. I would say at one time or another it was sold from Boeing surplus.

Mine is a new Parker-Hale 5A sight. All the little bits to attach it to a SMLE are mummified in plastic. These were sent to South Africa and bear the South African proof.

ebay around $9

they are great for fabrication because they generate a lot more clamping force than most other similar clamps.   the center release lever is a nice feature.

Wow, something I might actually know. Looks like a clamp I use everyday, but I don't really know what specific name it has. If it's similar to what I use the bar along the top opens up when you spread it. If you have a plate you want to weld to another plate or a tube or whatever, and there are holes going through both pieces, you line up the holes, put the bar through, and clamp it down.

kind of a shitty drawing, but it should show the idea.
