PS. I think he killed at least one person and wounded a bunch. AFAIK he swore allegiance to ISIS before the act. Russian society as a whole is not particularly perturbed, low-level terrorism has been kinda happening there for a while.

UPD:
1. ISIS released a video showing the terr swearing allegiance to them
2. The terr set off a smoke bomb inside a hospital or something and then stabbed a bunch of people. 1 person died, 6 wounded
3. He had a fake suicide belt

Those might be some of ISIS SOPs so keep in mind.
