The US believes several State Department employees at the US embassy in Havana were subjected to an "acoustic attack" using sonic devices that left at least two with such serious health problems they needed to be brought back to the US for treatment, several senior State Department officials told CNN. One official said the employees could have suffered permanent hearing loss as a result.
The employees affected were not at the same place at the same time, but suffered a variety of physical symptoms since late 2016 which resembled concussions.

Unless they're referring to a specific instance of the use of an area denial type weapon, which are "loud" and obvious, they are probably using technology that is totally invisible to the senses and produces malaise and damage over time. Imagine it as acoustic poison, but the frequencies are likely inaudible.

It's rather genius. It's like area denial, but more insidious, with no trace. No risk of accusations of using chemical or biological tools, nothing overtly offensive. You can just slowly make the staff ill, confused, and useless.

High intensity ultrasonics can cause hearing damage and you can't hear it.

Nothing really to do with this but not too long ago I met a retired aviator who was telling me about his time in Cuba during the early 1990s flying  TA-4Js,frequently armed in case the Cubans needed clusterbombed. I thought that sounded a little funny but damned if I didn't manage to find a picture of a Skyhawk trainer from Gitmo armed with CBUs and a pair of AIM-9s!

I believe they were using those microwaves to power the listening devices installed inside the embassy walls during construction.

 Russia reopened their ELINT/SIGINT post in Cuba a couple years ago and has been using it to resupply their AGIs. There are plenty of Russians about who either could or would supply the means. It's just as likely to have been the Norks or Cubans in the employ of either. Good luck figuring out who is responsible though.
