It looks annealed because it is. Contrary to what happens with steel or iron, when you anneal brass it becomes more malleable and ductile (softer). This adds to the life of the brass.

Not to be a geek or anything, but annealing any kind of metal, be it steel or brass, will result in "softer" metal.
To anneal steel is just the opposite of brass/copper; heat until cherry/bright cherry red and allow to cool slowly. For copper/brass, heat and cool quickly. Paul |

Even your commercial ammo has annealed cases necks. The manufactorers just polish the cases so they look "purdy"
