Painted mag. I would guess that it is an adapter for a launching system for use with blanks or specialized ammo.

It's a launcher for anti-riot projectiles, basically steel ball bearings covered in rubber and launched with a blank.

I thought it was a device to shoot a breaching grenade (SIMON?) but they are probably right about it being a non lethal munitions device.
