I am a new AR owner. I bought a mag from some guy for 5 bucks. It is a Parson Precision Products mag. Is it GI or what? Is it a good mag?

Yes, Parsons is a USGI mag, and as good as other USGI mags.

If it has no clracked feed lips, or broken base plate tabs, 5 dollars was an extreamly good deal.
