I don't think that is possible without creating a huge black market for cash movement.

Ideally I'd like to see it get hit at the same % as self employment or Corp tax rate

What I have suggested in a bounty program.   The person who turns in the illegals gets 50% of the fine on the employer. Make that fine high enough to dissuade the employer from hiring in the first place and  very lucrative for the American turning in the scumbag employer.
