Mike's Cigars - been ordering from them for years and they ship quickly.  Never had any problems.

I have ordered in the past from Cigars International and JR's Cigars.

JR's has some interesting 'house blends' that can be quite good especially for the money. Some of their 'Cuban Alternatives' are really nice smokes at 4-5 bucks a cigar.

Cigars International has good deals and closeouts from time to time as well.  I frequent my local shops quite a bit, but will often use those two to keep my humidor stocked as well as to give a decent cigar that isn't $10 plus bucks to a novice that three puffs it and puts it down.

I like Serious Cigars in TX.
You can buy individual cigars, and they usually have good selection of premiums.
Decent pricing too.

Call Blue Smoke of Dallas and talk to Jay, the owner.  He is the most knowledgeable man I have ever met on the topic, has things that most other shops simply cannot get (due to his industry relations), and will send anything you want promptly.  

I have been a customer of his for the 3 years I have known him and never go to any other source for advice or purchases.

ETA: This is a brick and mortar operation, not an online site, but will happily send orders out.

Cigarbid. I get 5 packs the first one ships at 4.95, then each other one is a buck more. Lots of good cigars can be had for under a 5 bucks ewch
