From the article:

"This year, Virginia lawmakers termed the rarely used procedure[b] partial-birth infanticide[/b] in hope of avoiding the constitutional issue. The statute does not include a provision to protect the pregnant woman's health."


So if it's rarely used banning it can't be bad? RIGHT?
