Both POR15 and Ospho are good. I like Eastwood's Rust Encapsulator.

does anyone make it in like .5 or 1 ounce tubes...I got a very small project and I only need enough for the size of a nickel.

POR15 works but is not made to be exposed to UV rays. If you're going to use it outside, you need to topcoat it with something else after it dries. At least thats the way it was 15 or so years ago when I was using it, they may have changed something since then

Maybe not applicable to this situation but...I'm restoring a motorcycle and found that soaking rusty parts in 60% vinegar to 40% water removes rust, period. Right down to bare metal. Wash, rinse, dry and paint with Rustoleum.
Chrome parts: Coca Cola and aluminum foil. Aluminum is too soft to scratch the chrome. There may be commercial processes but this worked great for me. |

POR 15 for something you're going to paint. That stuff is awesome.
Evapo rust for a machine surface or something that won't be painted like tablesaw table or lathe ways. |

The following will not help the OP given the part he wants to remove the rust from, but the this tip comes from a guy who is real knowledgeable.
"Go to Lowes and by toilet bowl cleaner called "the works" $1.00 a Qt. Soak your rusted parts in it full strength or cut in 1/2 with water depending on how long you have to wait. Do it outside because it stinks. |

I use it to clean the rust from inside old Coleman lanterns. |
