Here's my SWAG:
Appears to release some type of crystals (9.5x10 to the 15th power), obviously a bunch of 'em, like seeding the clouds to instigate rainfall instead of rocks of ice. Probably attacts the moisture like a sponge and prevents it from turning to ice, via some chemical process which heats up when wet.
