I enjoyed my time there. But I wasn't doing IC work. It was pretty technically heavy aerospace design and systems engineering stuff.

Some people (John Schindler) thought that Snowden was a cover operation for another mole operating in the NSA.

Spitballing as I don't know how things are compartmentalized, but maybe related to some of the Equation Group's work getting into the wild.

If we want to ratchet up the tinfoil, maybe he's a sacrificial lamb or just careless, but tied to Clinton's CTR group. One of the recent leaked revelations made reference to use of an NSA tool in tracking down opposition.

He probably didn't know what the "C" stood for on the documents.
Maybe he thought it meant "cookies" or something.. everyone loves cookies... therefore he shouldn't be charged. He's thinking of running for potus in 2020.
